Policy on Student Grievance Redressal Committee (SGRC)

(Student Grievance Redressal Committee of BMSCL constituted as per UGC (Redressal of Grievances of Students) Regulations 2023)

1. Introduction

The Student Grievance Redressal Committee (SGRC) is constituted to ensure a fair, transparent, and accountable mechanism for addressing grievances raised by the students. The Committee aims to promote a safe, inclusive, and supportive academic environment where student concerns are resolved promptly and justly.

2. Background

a) The Student Grievance Redressal Committee Policy is framed in accordance with the University Grants Commission (Redressal of Grievances of Students) Regulations, 2023 to address and redress student grievances.

b) This policy shall be called the “BMSCL Student Grievance Redressal Committee (SGRC) – Policy.” It shall come into force from the date of notification.


3. Objectives

  1. To provide a fair and impartial platform for students to submit grievances.
  2. To ensure prompt and effective resolution of academic, administrative, or personal concerns.
  3. To create an environment of trust between students and institutional authorities.
  4. To develop a transparent redressal mechanism in accordance with the regulations of the affiliating university and statutory bodies.
  5. To facilitate speedy redressal of grievances of students.

4. Definitions

  1. a) “Aggrieved student” means a student who has any complaint related to the defined categories of grievances.
  2. b) “College” means an institution as defined in clause (b) of sub-section (1) of section 12A of the UGC Act. (B.M.S. College of Law)
  3. c) “Commission” means the University Grants Commission established under section 4 of the UGC Act, 1956.
  4. d) “Declared Admission Policy” refers to the admission policy published by the University in its prospectus.
  5. e) “Grievance” includes complaints made by an aggrieved student regarding matters defined under clause 3(1)(f) of the UGC (Redressal of Grievances of Students) Regulations, 2023.
  6. f) “Student” means a person enrolled or seeking admission to BMSCL to whom this policy applies.
  7. g) “Students’ Grievance Redressal Committee (SGRC)” means a committee constituted under the UGC regulations at the College level. (BMSCL SGRC)

5. Scope of Grievances

Students may file grievances related to:

  1. a) Academic related issues: Admissions, Withholding of or refusal to return any document or certificate provided during admission, Non-payment or delay in payment of scholarships, Delay in refund of fees due to a student who withdraws admission, Teaching Quality, Teaching Pedagogy, Course Delivery, Attendance Discrepancies, Internal Assessment, Examinations, Declaration of Results, Exam-Related Issues, Add-on Courses, Research Related Issues, etc.
  2. b) Administrative matters: Delay in issuing certificates, records, fees-related issues, scholarships, identity cards, etc.
  3. c) Infrastructure-related concerns: Wi-fi internet connectivity, Utility-stores, Computer facilities, drinking water, Sanitation & hygiene, Maintenance, Medical facilities, play grounds, gymnasiums, Library, classrooms, sports facilities, etc.
  4. d) Harassment or discrimination: Non-sexual harassment, unfair treatment, verbal misconduct, etc. (Note: Sexual harassment grievances are handled exclusively by the ICC/Anti-Sexual Harassment Cell under POSH Act and Ragging cases are handled exclusively by Anti-Ragging Committee)
  5. e) Any other legitimate concern affecting the well-being or academic progress of students.

6. Composition of the SGRC

The Committee shall consist of:

  1. Chairperson – Senior Faculty Member
  2. Faculty Members – 2 to 3 nominated by the Principal
  3. Administrative Staff Representative – 1 Member
  4. Student Representative – Students nominated annually
  5. The Committee may invite subject experts, if necessary.

    7. Term

    1. The term of the Chairperson and Members shall be two years.
    2. The term of the Special Invitee shall be one year.

    The quorum for a meeting, including the Chairperson but excluding any Special Invitee, shall be

    10. Process for Submitting a Complaint

    The committee constituted by the institution shall handle the function of remedying of grievances. It is guided by the principles of natural justice while redressing the grievances. The committee shall consider only formal grievances, received in the following manner:

    1. a) Through an online portal of the College or Email to sgrc@bmscl.ac.in
    2. b) Written complaint in person to the Principal or the Chairperson
    3. c) Dropping a complaint in the grievance box
    4. d) Suo motu by the Committee

    11. Grievance Redressal Mechanism

    1. a. Upon receipt, the complaint shall be referred to the SGRC along with institutional comments within 5 days.
    2. b. The Committee shall fix a date of hearing and communicate it to the aggrieved student.
    3. c. The student may appear in person or through parent/guardian.
    4. d. The Committee shall issue its report and recommendations to the student within 15 days of receiving the complaint.
    5. e. If the student does not appear for the hearing, the college may proceed based on available records.
    6. f. Unresolved grievances shall be forwarded to the Principal along with recommendations within 15 days.

    12. Appeal

    A student aggrieved by the decision of the SGRC may file an appeal to the Principal within 10 days from the date of the Committee’s decision.

    13. Confidentiality

    SGRC shall maintain confidentiality of information shared throughout the grievance process. All information collected will be treated as confidential and shall not be disclosed to third parties without the consent of the parties involved. However, disclosures may be required for the purpose of fact-finding or efforts to resolve the grievance. Parties involved in the grievance process will also have to maintain the confidentiality of the information discussed during the fact-finding process and the identity of the grievant.

    The information relating to the proceedings of grievances shall be treated as confidential and can be viewed only by the members of Grievance Redressal Committee, for the purpose of investigation. In order to monitor the redressal process from time to time the Grievance Redressal Committee shall maintain a grievance register.

    14. Amendment to the Policy

    The institution reserves the right to amend this policy as and when required, subject to the approval of the competent authority and in alignment with statutory regulations.
